3 Bidder qualification requirements

3.1 Qualification requirements

The bid invitation requires the bidder to be a legal person or other organization legally registered in the territory of the People's Republic of China, and must have the ability to complete and guarantee delivery of the tender project on schedule.

3.1.1 General Qualification Requirements:

(1) It must have the required site, facilities and equipment as well as test and testing capabilities to complete the bidding project.

(2) Acquire a valid certification required by the tenderer.

(3) Acquire a valid permit stipulated by national laws, regulations, departmental rules, and regulatory standards.

(4) It should have good financial status and commercial credit.

(5) Potential bidders must not have one of the following circumstances:

(a) A subsidiary institution (unit) that does not have independent legal personality as the bidder;

(b) Providing design or consulting services for the preliminary preparation of the bid, except for the general contracts for design and construction;

(d) Acting on behalf of the tenderer;

(e) providing bid invitation services for this bid section;

(f) Being a legal representative together with the supervisor or agent or bid agency of this tender;

(g) holding or participating in shares with the supervisor or agent or tendering agency of this tender;

(7) If the procurement project of the State Grid Corporation of China does not clearly require the application of the national grid identification in the tender specification, the bidder shall not randomly add the content of the identification application. The bidder is refused to add additional services that identify the application.

(8)According to the actual situation, if it is really necessary to use the State Grid logo application in the bidding project, it shall comply with the relevant requirements of the “State Grid Corporation Identification Application Manual”.

3.1.2 Dedicated qualification requirements are as follows:

3.2 Performance requirements

(1) 220kV and above power transmission and transformation projects: The company has at least one design task for power transmission and transformation projects of 220kV and above in the past 3 years; or at least 3 projects for power transmission and transformation projects of 110kV and above in the past 3 years Tasks; or the company has at least three design projects with a single engineering design contract (or settlement price) of more than 1 million yuan in the past 3 years. (The above project has been completed and put into operation, and the quality of the design project is qualified)

(2) 110kv and below power transmission and transformation projects: The company has had at least one 110kV and upper power transmission and transformation project design task in the past 3 years; or the enterprise has had at least 3 single engineering design contract amounts (or settlement) in the past 3 years. (3) Other project performance requirements:

Construction Drawing Review Project Performance Requirements:

750kV project: The bidder has successfully undertaken the investigation and design of more than 750 kV power transmission and transformation projects in the past three years. It has 750kV and above engineering construction drawings and budget preparation performance. The proposed technical person in charge must serve as For the design of power transmission and transformation projects with voltage levels of 750 kilovolts and above, professional assessors are required to serve as the main designer of power transmission and transformation projects with voltage levels of 750 kV and above.

220 kV and below: The bidder has undertaken at least five projects with the same level of voltage and above for engineering survey and design in the past three years. The proposed technical person in charge must serve as the general engineer for the same voltage level and above. Professional reviewers are required to serve as principals of projects with the same voltage level and above.

3.3 Reputation requirements

Potential bidders must not have one of the following situations:

1 In the three years before the target date, there is a fraudulent bid or serious breach of contract;

2 In the two years prior to the bid opening date, there was a violation of the relevant state laws prohibiting the transfer of subcontracting provisions;

3 was ordered to suspend business; was suspended or canceled the qualification of the bid; property was taken over or frozen.

3.4 Safety and Quality Requirements

Potential bidders must not have one of the following situations:

No major personal death accident due to design was found within 180 days prior to the deadline for submission of bids, and no personal death accident due to design reasons occurred within 90 days. There was no general quality accident caused by the design within 3 months before the deadline for bidding. There was no major quality accident caused by the design within 6 months. There was no major quality accident caused by the design within 1 year.

3.5 General Requirements for Project Establishment (Project Manager)

Have the same voltage level design experience of transmission and transformation project.

3.6 Financial Requirements

The three fiscal years prior to the Bid Opening Date, that is, the annual financial reports audited by accounting firms or auditing agencies from 2014 to 2016, shall not show losses for three consecutive years.

3.2 Performance requirements

(1) 220 kV and above power transmission and overhaul projects

1 Within 2 natural years before the bid opening date, the bidder has the same project overhaul performance as the tender project with the same voltage level and above. Including: no less than 2 substations for overhaul and no less than 2 major overhaul projects. The power transmission overhaul construction should have the performance of overhaul and transformation overhaul at the same time. The bidder’s project performance with a lower voltage level than the bidding project can be converted and accumulated at 0.5 times.

2 During the two natural years before the bid opening date, project managers and key members of the project department have similar experience and achievements in project construction.

(2) Technical transformation and overhaul projects for transmission and transformation of 110 kV and below

1 Within 2 natural years before the bid opening date, the bidder had at least 2 projects with similar voltage levels and above that for projects under construction or put into operation at the same voltage level or above. The bidder’s project performance with a lower voltage level than the bidding project can be converted and accumulated at 0.5 times.

2 During the two natural years before the bid opening date, project managers and key members of the project department have similar experience and achievements in project construction.

(3) Performance requirements for other projects: Within 2 natural years before the Bid Opening Date, bidders have at least 2 projects that are similar to the tendering project for construction or commissioning.

Note: 1. Similar projects refer to projects that have the same or similar structure, function, and construction scale as the tendering project;

2. The performance of the construction in progress is based on the time of signing the contract, ie the contract signing time must be within 2 natural years before the bid opening date;

3. The performance of the commissioning project is based on the time of completion of the completion acceptance certificate (transmission and transformation project commencement acceptance certificate, or handover certificate, or acceptance certificate, etc.), that is, the signing time of the completion acceptance certificate must be within 2 natural years before the bid opening date;

3.3 Credit requirements:

Potential bidders must not have one of the following situations:

1 In the three years prior to the bid opening date, there was a fraudulent bid or serious breach of contract;

3.4 Safety and Quality Requirements:

Potential bidders must not have one of the following situations:

4.1 All bidders in this bidding must submit bid security.

4.2 Bid payment The basic form of payment is: bank guarantee or bank draft

4.2.1 Bank Guarantees: Bank guarantees are divided into annual bank guarantees and batch bank guarantees.

4.2.1.1 Annual Bank Guarantee: The bidder must issue bank guarantees from Bank of China Co., Ltd., China Construction Bank Corporation, China Bank of Communications Co., Ltd., Industrial and Commercial Bank of China Co., Ltd., and Agricultural Bank of China Co., Ltd. In addition to the above-mentioned banks, bidders may also submit a letter of guarantee issued by a basic account bank and submit a basic account. When issuing a bank guarantee, a copy of the Account Opening Permit shall be submitted at the same time with the official seal of the bidder’s unit. 4.2.1.2 Batch bank guarantee: The bidder shall issue bank guarantees of Bank of China Co., Ltd., China Construction Bank Co., Ltd., China Communications Bank Co., Ltd., Industrial and Commercial Bank of China Co., Ltd., and Agricultural Bank of China Co., Ltd. In addition to the above-mentioned banks, bidders may also submit bank guarantees issued by the basic account bank, and when submitting the bank guarantees issued by the basic account bank, they must submit a copy of the “accounting permit” together with the official seal of the bidder unit. The batch bank guarantee shall be issued in full amount according to the bid bond amount listed in the tender notice.

4.2.2 Bank Draft: It shall be issued by the bank where the bidder’s basic account is located. The bank draft shall only be used as a deposit in the batch of tenders. When submitting a bank draft by a basic account bank, a copy of the Account Opening Permit must be submitted at the same time and the official seal of the bidder’s unit must be stamped.

4.3 Bid Assist Auxiliary Form: When the Bidder fails to provide the aforementioned bank guarantee and bank draft on time, it can voluntarily apply for a guarantee guarantee issued by our company. The effect of the guarantee guarantee is only applicable to the batch of tenders, and the list of guarantee agencies approved by our company (See the tender documents for details).
