Wujiang's textile industry is not only a traditional and advantageous sector but also a vital civilian production industry that has reached a scale of 100 billion yuan. Central to this industry are water-jet looms, which carry the memories and legacy of Wujiang’s textile workers. Starting from the 1980s, the number of water-jet looms in Wujiang grew rapidly, becoming a key driver of the shuttleless textile industry. At the beginning of the 21st century, Wujiang experienced another wave of investment in advanced water-jet looms, both domestically produced and imported, as these machines became a symbol of corporate competitiveness.
While water-jet looms have generated significant wealth, growing awareness of their environmental impact has led to increased scrutiny of the pollution caused by textile dyeing and printing processes. Since June of last year, Wujiang has launched the "Sanshui Tongzhi" initiative, conducting special rectifications targeting water-jet loom operations. This has made it more urgent for textile enterprises to enhance innovation, optimize industrial layouts, establish green recycling systems, and improve urban and rural ecological environments.
On January 13th, during the fourth phase of the "Green River Water Town Benchmarking in Sanshui Tongzhi" event, renowned professors, environmental consultants, government officials, and business leaders gathered in Wujiang to explore the development path of the textile printing and dyeing industry under increasingly stringent environmental regulations.
Currently, the Wujiang textile printing and dyeing industry faces challenges such as inadequate wastewater treatment, unregulated development, and numerous violations. In 2017, only 20% of textile companies had proper sewage reception, less than 50% met discharge standards, and only 10% reused wastewater. Many companies failed to properly separate rainwater and wastewater, lacked anti-seepage measures, and did not connect their wastewater to the main network. Some even operated without necessary backup equipment or followed illegal expansion practices, further exacerbating environmental issues.
Environmental enforcement has become more rigorous, forcing many companies to shut down or suspend operations. Companies must now meet green supply chain requirements to survive. As Liu Jian, EHS technical director at Shanghai Greenman Environmental Technology Co., Ltd., explained, stricter regulations and public awareness are making it harder for polluting companies to continue operating.
Gui Shiqiao, director of Yi Shite Group, highlighted the difficulties in managing water resources and wastewater systems for textile companies. He emphasized the need for better water planning, wastewater treatment, and monitoring systems. Through case studies, he demonstrated how companies can reduce environmental risks and improve their sustainability.
Experts at the environmental salon believe that the "Great Environmental Protection Era" will continue through the 13th Five-Year Plan, with China shifting from pollution control to improving environmental quality. The 19th CPC National Congress called for accelerating ecological civilization reforms and providing more high-quality ecological products. Wujiang has taken significant steps to promote green, low-carbon development, including reducing the number of water-jet looms and increasing wastewater reuse.
Cai Jianzhong, Director of the District Environmental Protection Bureau, reported on strict enforcement actions, including penalties, administrative detentions, and criminal investigations. Song Xiongying, leader of the Environmental Monitoring Brigade, emphasized continued crackdowns on environmental violations and improved law enforcement capabilities.
Wujiang's unique water environment makes protecting its waterways crucial. The textile industry, a key part of Wujiang's economy, must adapt to new environmental demands. The government encourages industry concentration, technological upgrades, and the development of leading enterprises, while companies must embrace environmental supervision and work towards sustainable growth.
Li Qiang of Wujiang Lilu Dyeing and Weaving Co., Ltd., shared how his company meets customer environmental standards through regular checks and improvements. Tang Jinkui of Shenghong Group stressed the importance of long-term vision, pollution prevention, and continuous improvement in environmental management.
Finally, strengthening environmental protection has become a societal consensus. Non-governmental organizations, volunteers, and experts play a vital role in promoting environmental governance and public participation. As Han Jianxiang, an environmental lawyer, noted, preventing pollution requires collective effort, starting from individual habits and small actions. Building a green, low-carbon economy and achieving harmonious development between humans and nature remains a shared goal.
