The U.S. Department of Defense's Advanced Research Projects Agency (DARPA) has revealed its ambitious plan to deploy robots in space for satellite repair and maintenance within the next few years. This initiative marks a significant shift in how space assets will be managed, with robots playing a crucial role in extending the lifespan of satellites and reducing the need for costly replacements. To support this vision, DARPA recently launched the "Joint Implementation and Service Action Alliance," aiming to bring together key industry players, including major geostationary satellite operators and companies offering on-orbit robotic services. The alliance is seen as a critical step toward creating a collaborative framework for future space operations. DARPA first introduced the concept of using on-orbit robots for satellite maintenance, and it has since invested millions into a partnership with Loral, a leading satellite manufacturer. This collaboration focuses on providing services for satellites located 36,000 kilometers above Earth. However, the project faces challenges, particularly in the lack of clear regulations and safety standards for space robotics. Currently, multiple U.S. government agencies regulate different aspects of space activities—such as the Federal Aviation Administration overseeing launches, the Federal Communications Commission managing communications, and NOAA handling Earth imaging. Yet, no specific regulatory body exists for space robots, which poses a challenge for widespread adoption. As a result, one of DARPA’s top priorities is to develop comprehensive rules and guidelines for space robot operations. These standards are essential for gaining the trust of investors, insurance companies, and customers who will rely on these technologies. Despite these efforts, the process hasn’t been smooth. OrbitalATK, a company already investing heavily in on-orbit robot technology, challenged DARPA’s involvement, arguing that the government should not fund projects that could compete with commercial offerings. However, a court ruled in favor of DARPA, allowing the agency to continue its work. OrbitalATK has made significant progress with its own on-orbit robot called the Mission Extension Vehicle (MEV). The MEV is currently in production, with 75% of its components already manufactured in Dulles, Virginia. Testing is set to begin in spring 2018, with a planned launch in 2019. The robot is designed to offer satellite repair, refueling, and transportation services. In addition to American firms, Airbus has also reached out to DARPA, expressing interest in joining the alliance. DARPA envisions a future where on-orbit robots can not only fix damaged satellite parts but also install new components to enhance spacecraft capabilities. These robots, equipped with advanced robotic arms, will be more autonomous and safer than those used in previous missions, such as the construction of the International Space Station. By enabling in-space servicing, DARPA believes that the cost of launching satellites annually could be significantly reduced, as existing satellites can be maintained rather than replaced. With over 1,500 satellites currently in orbit and thousands more expected to be launched in the coming years, the need for reliable and efficient space maintenance solutions is growing. DARPA plans to draft regulations for on-orbit robots within the next year, laying the groundwork for a sustainable and safe space economy.
