V. Supplier Qualification Conditions:
1. Comply with Article 22 of the "Government Procurement Law of the People's Republic of China":
- (1) Has the ability to independently bear civil liability;
- (2) Maintains a good business reputation and a sound financial accounting system;
- (3) Possesses the necessary equipment and professional technical capabilities to fulfill the contract;
- (4) Has a good record of paying taxes and social insurance funds in accordance with the law;
- (5) In the three years prior to participating in government procurement activities, there have been no major violations in business operations.
2. The person in charge of the unit is the same individual or a different supplier that has a direct control or management relationship, and such suppliers may not participate in the bidding for the same contract simultaneously.
3. Suppliers who provide overall design, standard preparation, project management, supervision, or testing services for the project are not allowed to participate in the bidding for this project.
4. As of 17:00 Beijing Time on the day before the bid submission deadline, bidders must not be listed on the "Credit China" or "China Government Procurement Network" as untrustworthy entities or individuals involved in major tax violations. They must also not be included in the list of serious credit violations and still be under a ban from participating in government procurement activities. If any member of the consortium has such a bad credit record, the entire consortium is considered to have a bad credit record.
5. This project does not accept bids from consortia.
