In the first three quarters of this year, there has been some improvement in the reduction of abandoned water, wind, and solar power, with a gradual rise in the overall consumption of renewable energy. However, during winter, wind and solar power generation face significant challenges in terms of utilization, leading to increased pressure on local areas to deal with wind and solar curtailment. Additionally, due to flooding at the end of the flood season and extreme weather events, hydropower in Sichuan, Yunnan, and Guangxi remains under strain. Despite progress, achieving effective relief from abandoned water, wind, and solar power still poses major challenges.
To address these issues, local governments and power grid companies have intensified their efforts to expand renewable energy consumption, achieving some positive results. According to recent data from the National Energy Administration, the country's water abandonment capacity dropped by 3.5 billion kWh in the first three quarters of the year. The utilization rate of hydropower in the southwest increased by about 2 percentage points year-on-year. Wind power curtailment decreased by 10.3 billion kWh, with the curtailment rate dropping by 6.7 percentage points. Meanwhile, solar power curtailment increased by 1.4 billion kWh, but the curtailment rate fell by 4 percentage points.
However, to achieve a "double drop" in both the volume and rate of renewable energy curtailment, energy management departments and power grid companies still need to implement more effective measures. To boost local renewable energy consumption, the National Energy Administration has urged regions like Xinjiang, Gansu, Shanxi, Inner Mongolia, Liaoning, Jilin, Heilongjiang, and Hebei to work closely with clean heating initiatives in northern China. This includes expanding the scale of wind power and clean heating through electricity market transactions between enterprises, electric heating companies, and users. Provincial energy authorities are also encouraged to organize wind power and electric heating companies to establish cooperation mechanisms supported by grid companies and power trading platforms.
Power-restricted regions such as Xinjiang, Gansu, and Inner Mongolia must ensure that their power plants participate in system peak-shaving operations and legally compliant direct power exchanges or replacement power generation to increase the absorption of renewable energy. In Sichuan, Yunnan, and Guangxi, efforts should focus on promoting local electric energy substitution to enhance the ability to absorb renewable power.
On the cross-regional front, the National Energy Administration emphasized the importance of strengthening inter-provincial reserve sharing and regional peak-shaving resource coordination to better integrate renewable energy. Grid companies are encouraged to fully utilize the transmission capacity of key corridors such as Hami-Zhengzhou, Ningxia-Zhejiang, and Jiuquan-Hunan, prioritizing the transmission of renewable energy. Regulatory agencies will monitor and evaluate the proportion of renewable energy in cross-provincial transmission channels annually.
State Grid, China Southern Power Grid, and other grid companies should collaborate with power trading organizations to expand spot transactions across provinces, helping to absorb more renewable energy. Eastern and central regions that consume renewable energy should align coal reduction efforts with the introduction of external renewable sources, actively promoting regional governments to connect with power grid companies and prioritize the use of renewable energy in vacated electricity market spaces.
Finally, a linkage mechanism between renewable energy consumption and new construction projects should be established. Localities must take stronger actions to boost winter renewable energy use, aiming for a "double drop" in curtailment rates. Regions under red warnings should significantly reduce curtailment and aim to exit the red limit as soon as possible. Areas with early warning signals must prevent curtailment rates from rising. Hydropower investment should be accelerated to eliminate early warning mechanisms. In regions where wind and solar curtailment rates exceeded 5% this year and saw a significant increase compared to last year, the growth of new wind and solar projects should be slowed down, and construction delays should be addressed.
