V. Supplier Qualification Requirements:
1. Comply with Article 22 of the "Government Procurement Law of the People's Republic of China":
(1) Possess the ability to independently bear civil liability;
(2) Maintain a good business reputation and have a sound financial accounting system;
(3) Own the necessary equipment and technical capabilities to fulfill the contract;
(4) Have a good record of legally paying taxes and social insurance contributions;
(5) In the three years prior to participating in government procurement activities, there should be no significant violations in business operations.
2. Suppliers whose legal representatives are the same or have direct control or management relationships are not allowed to participate in the bidding for the same contract simultaneously.
3. Suppliers who provide overall design, standardization, project management, supervision, or testing services for this project are not eligible to bid.
4. As of 17:00 Beijing Time on the day before the deadline for submission of bids, bidders must not be listed on the "Credit China" or "China Government Procurement Network" as untrustworthy entities or individuals involved in major tax violations. They must also not be on the list of serious violators of government procurement regulations and must not be under a ban from participating in government procurement activities. If any member of a consortium has such a bad credit record, the entire consortium is considered to have a bad credit history.
5. This project does not accept bids from consortia.
