In the final months of the year, at the Xinchang Wanfeng Mount Wheels Wisdom Factory, robots are hard at work on the assembly line in a spacious and modern workshop. Only a handful of workers remain in the entire facility, showcasing a significant shift in production methods. According to the factory’s manager, this is an upgraded version of automation, where over 200 frontline workers have been replaced by 360 robots. If produced using traditional methods, such a scale would require more than 1,000 employees. The two workshops of the Wanfeng Mosuo Wisdom Factory produce 10 million motorcycle sets annually, accounting for roughly one-fourth of global motorcycle production.
The 19th Party Congress emphasized the deep integration of the Internet, big data, and artificial intelligence with the real economy. Smart manufacturing has become a crucial strategy for revitalizing the real economy and driving the transformation of economic growth—shifting from quantity to quality, efficiency, and innovation.
Smart manufacturing is now a powerful force behind the development of Xinchang, a small mountainous county. Through intelligent transformation, the “cage-for-cage replacement†strategy has been implemented, leading to the launch of numerous smart manufacturing projects. Large-scale traditional enterprises have also undergone a transition in their development momentum through digital upgrades.

**Quality Change – Intelligent Manufacturing in High-end Industry**
As the sky opens up, so does the potential for growth. Xinchang’s high-end equipment manufacturing and biopharmaceutical industries have risen to prominence, much like the peak of Tianzhu Mountain, becoming leaders in their respective fields.
Zhejiang Wuzhou Xinchun Group, a listed company specializing in bearings and auto parts, has transformed into a high-end equipment manufacturer after two years of intelligent upgrading. They acquired ACT, a U.S. turbine blade manufacturer, and established a joint venture focused on producing aero-engine turbine blades, creating a new aviation industry chain in Xinchang.
Currently, 12 large enterprises in Xinchang, including Sanhua, Xinhecheng, and Wanfeng, have built smart factories with over 700 robots. The county has promoted green and secure manufacturing through information technology, achieving continuous production, networking, and coordination. By replacing "human brain" with "cloud brain," Xinchang has launched an enterprise informatization ascending plan involving 35 companies, encouraging the use of IT in R&D, design, manufacturing, and management.
Since the beginning of the year, Xinchang has implemented 180 smart manufacturing projects. From January to October, the county's total fiscal revenue increased by 17.58%, with strategic emerging industries contributing 54.39% of total output. New product output reached 51.02%, and in the first three quarters, total industrial output rose by 9.3%, while total profit increased by 16.9%. The impact of smart manufacturing is clearly visible.
**Power Revolution – Traditional Industry Intelligent Transformation**
Although the industry remains traditional, the products are the same, but the production process has become intelligent.
Bearing is a key traditional industry in Xinchang. In September, the county issued an implementation plan for intelligent manufacturing across 100+ bearing enterprises, aiming to upgrade the sector.
Puyou, a local bearing company with an annual output value of around 60 million yuan, has seen tangible benefits from its intelligent transformation. After upgrading four production lines with 16 machine tools, the company saved 8–10% in energy costs, increased efficiency by 10–20%, and reduced the need for production statisticians. The general manager, Huang Yonglong, is now planning to transform all 40 of the company’s production lines.
What excites Xinchang’s bearing companies even more is the introduction of a “bearing cloud†platform led by Zhejiang Tuoman Zhizhi Science and Technology Co., Ltd. This cloud-based solution addresses long-standing issues such as equipment detection, maintenance, and internal network security, which were difficult for individual companies to solve alone.
Xinchang has also adjusted its technical reform subsidy policy, introducing a smart reform subsidy to support traditional enterprises. Each year, the county allocates 5 million yuan to promote smart manufacturing in the bearing industry. After project implementation and expert evaluation, each unit receives a reward of 1,750 yuan.
The intelligent transformation of traditional industries has accelerated Xinchang’s leap from “machine-for-man†to smart engineering and technological upgrades. The county plans to continue promoting smart upgrades in textile machinery, capsules, and other sectors.
**Efficiency Change – Building a Tangible Hand with Intelligence**
Promoting smart manufacturing across the county is no easy task. However, Xinchang has formed a consensus: seizing the opportunity of smart manufacturing is essential. Government departments and relevant agencies are actively pushing forward.
At the county level, a three-year action plan for smart manufacturing was launched, along with a special initiative to accelerate progress. Xinchang is among the earliest counties to implement these measures. With smart factories like Wanfeng Mounter and Wuzhou New Year’s smart workshop, as well as large-scale enterprise transformations, the county has achieved full coverage of smart manufacturing policies.
Xinchang has also partnered with Zhejiang Commercial Bank, think tanks, and industrial information companies to provide in-depth support for enterprise transformation. Recognizing that traditional credit services fall short, the bank has innovated financial tools, exploring a new path of “financing, investment, and financial services.â€
Other stakeholders have also worked to reduce costs for smart manufacturing companies. The tax department encourages increased R&D investment. In the first three quarters of this year, tax authorities provided over 72 million yuan in concessions to smart manufacturing enterprises. The National Taxation Bureau has set up dedicated teams to assist companies in overcoming challenges.
The head of the Xinchang County Committee stated that smart manufacturing is an inevitable choice for enterprise transformation and efficiency improvement. It is a key path for Xinchang to enhance overall industrial standards and achieve high-quality development. As Xinchang continues to focus on the real economy, it is entering a new era of smart manufacturing, where intelligent systems add strength and competitiveness to the local economy.
