In the final days of the year, at the Xinchang Wanfeng Mount Wheels Wisdom Factory, robots are actively working on the assembly line in a spacious and well-organized workshop. The number of human workers is minimal, with only a few employees present. According to the factory's manager, this represents an advanced version of automation, where over 200 frontline workers have been replaced by more than 360 robots. If the same production were done using traditional methods, it would require over 1,000 people. It is estimated that the two workshops of the Wanfeng Mosuo Wisdom Factory produce 10 million motorcycle sets annually, accounting for roughly one-fourth of global motorcycle production.
The 19th Party Congress emphasized the integration of the Internet, big data, artificial intelligence, and the real economy. Smart manufacturing has emerged as a key strategy to revitalize the real economy and drive the transformation of the modern economic system through quality, efficiency, and power improvements.
Smart manufacturing is now a major driver of development in Xinchang, a small mountainous county. Through intelligent manufacturing, the "cage-for-cage" replacement strategy has been implemented, leading to numerous smart projects. Large-scale traditional enterprises have also successfully transitioned into new growth phases through intelligent upgrades.

Quality Transformation – Intelligent Manufacturing in High-Tech Industries
Xinchang’s high-end equipment manufacturing and biopharmaceutical sectors are rising rapidly, much like the peak of Tianzhu Mountain. These industries have become leading forces within the region.
Zhejiang Wuzhou Xinchun Group, a listed company specializing in bearings and auto parts, has transformed its operations through two years of intelligent upgrades. The company acquired ACT, a U.S. turbine blade manufacturer, and established a joint venture focused on producing high-end turbine blades for aerospace engines, creating a new aviation industry chain in Xinchang.
Currently, Xinchang has over 12 large enterprises, including Sanhua, Xinhecheng, and Wanfeng, which have built smart factories equipped with more than 700 robots. These companies have promoted the construction of provincial-level green and secure manufacturing informationization pilot areas, enabling continuous production, networking, and coordination under a smart control model.
By replacing the "human brain" with the "cloud brain," Xinchang launched an enterprise informatization upgrading plan involving 35 companies. This initiative encourages the application of IT across R&D, design, manufacturing, and management.
Since the beginning of the year, Xinchang has implemented 180 smart manufacturing projects. From January to October, the county's total fiscal revenue increased by 17.58%, strategic emerging industries accounted for 54.39% of total output, and the new product output rate reached 51.02%. In the first three quarters, industrial output rose by 9.3%, while total profits increased by 16.9%. The impact of smart manufacturing is clearly visible.
Power Revolution – Intelligent Transformation of Traditional Industries
Although the industry remains traditional, the products are the same, but the production process has evolved. Bearings, a major traditional industry in Xinchang, have undergone significant transformation.
In September, Xinchang issued an implementation plan for intelligent manufacturing in the bearing industry, aiming to upgrade this traditional sector. Puyou, a local bearing company with an annual output value of around 60 million yuan, has already transformed four of its production lines with 16 machines using "e-wisdom." The results have been impressive—energy savings of 8–10%, efficiency gains of 10–20%, and reduced need for production statisticians.
Huang Yonglong, the general manager, plans to intelligently transform all 40 of the company’s production lines. What makes the bearing companies even more excited is the launch of the "bearing cloud"—a cloud platform led by Zhejiang Tuoman Zhizhi Science and Technology Co., Ltd. This platform helps solve challenges such as equipment detection, preventive maintenance, and network security for intelligent production lines.
Xinchang has also revised its technical reform subsidy policy, introducing a smart reform subsidy to support traditional enterprises. Each year, the county allocates 5 million yuan to promote intelligent manufacturing in the bearing industry. After project completion and expert review, each unit receives a reward of 1,750 yuan.
The intelligent transformation of traditional industries has accelerated Xinchang’s leap from the “machine-for-man†phase to smart engineering technology transformation. The county plans to continue promoting intelligent upgrades in textile machinery, capsule production, and other sectors.
Efficiency Change – Building with Intelligent Hands
Promoting smart manufacturing across the county is no easy task. To achieve this, Xinchang formed a consensus: firmly seize the opportunity of smart manufacturing and push forward with government support.
At the county level, a three-year action plan for smart manufacturing was introduced, along with special initiatives to accelerate progress. Xinchang is among the earliest counties to implement such policies, covering smart factories, smart workshops, and large-scale enterprise upgrades.
The county government has partnered with Zhejiang Commercial Bank, think tanks, and industrial IT companies to provide on-site support for enterprise transformations. By identifying needs at every stage, they have developed comprehensive solutions for smart manufacturing.
Zheshang Bank recognized that traditional credit services could not meet the demand and began exploring innovative financial tools, successfully developing a "financing, funding, and financial service" model tailored for smart manufacturing.
Other departments have also worked to reduce costs for smart manufacturing companies. The tax department encouraged increased R&D investment, and in the first three quarters of this year, Xinchang State Tax and Land Tax supported smart manufacturing enterprises with over 72 million yuan in tax concessions.
The head of the Xinchang County Committee stated that smart manufacturing is an essential path for enterprise transformation and efficiency improvement, and a critical way for Xinchang to enhance overall industry standards and achieve high-quality development. As a county committed to the real economy, Xinchang is entering a new era of smart manufacturing, where intelligent systems add strength and competitiveness to its real economy.
