EU raises the threshold of environmental protection

EU end of year or new rules

In 2009, the European Union issued the "Implementation Framework for Establishing Energy-related Products Ecological Design Requirements" (hereinafter referred to as the "ErP Directive") implementation rules for nine categories of products, including televisions, motors, lamps, etc.; in 2010, washing machines and washing machines were released. Huang Wenxiu said that the EU is currently voting on ErP implementation rules for air-conditioning and comfortable fans. It is estimated that relevant indicators will be issued by the end of this year and early next year. "The implementation of the EU ErP Directive will increase the cost and pressure of production companies, because manufacturers must not only produce energy-efficient products, but also provide data related to energy conservation and environmental protection," said Huang Wenxiu.

For example, the ErP implementation rules for washing machines require that, from June 2011, the use instructions must provide energy efficiency indicators, wash rate indicators, water saving indicators, and so on.

New RoHS Directive becomes one of CE marking directives

On July 1, 2011, the European Union issued a new version of the "Regulations on the Restriction of the Use of Certain Hazardous Substances in Electrical and Electronic Equipment" (hereinafter referred to as the "RoHS Directive"), which was formally implemented on July 21. EU member states must convert the RoHS directive into the national law and implement it within 18 months. The requirements of the new RoHS directive will come into effect no later than January 2, 2013.

Huang Wenxiu believes that one of the biggest highlights of the new RoHS directive is that it becomes a CE mark directive. In other words, in order to obtain the "CE" mark that is common in the European market, the product must comply with both the ErP Directive and the RoHS Directive.

The scope of application of the new version of the RoHS Directive has been extended to all electronic and electronic products, and the explicit provisions on the responsibilities of “manufacturers”, “authorized representatives”, “importers” and “distributors” have been added.

Huang Wenxiu suggested that manufacturers can respond to the new version of the RoHS directive from the following aspects: First, to ensure that electronic and electrical products do not contain six harmful substances, such as lead, mercury, cadmium, and hexavalent chromium, in design and manufacturing; Thirdly, modify the Declaration of Conformity and include the case of meeting the new version of the RoHS Directive. In addition, prepare the technical documentation, collect and record the evidence and information related to the control of harmful substances, and translate them into the official country of the export market. Language and save it for 10 years.

Compete for green design

In addition to the EU, many developed countries are also raising the environmental threshold. The “Energy Star” logo of the United States, as of January 1, 2011, replaced the self-declaration model with third-party testing and verification, and manufacturers must test the product in a US EPA-accredited laboratory. The United Kingdom and South Korea have launched the "carbon footprint" label.

"The best response from companies is to develop green low-carbon designs," Huang Wenxiu urged.

The so-called “green and low-carbon design” refers to the inclusion of green environmental protection and low-carbon regulations and standards in various target markets during the product design process, so that regulatory requirements will be applied throughout material selection, process, packaging, transportation, and use. End-of-life stages such as disposal or recycling should be avoided as much as possible to the environment.

Huang Wenxiu interviewed in the "First Financial Daily" reporter, said that when the green low-carbon design, first consider mandatory directives such as ErP, RoHS, like the EU requires refrigerator recycling rate of 85%, then when the product design Consider the material selection, and it can be used without screws to dismantle; secondly, consider the requirements of voluntary certification, such as the American Energy Star, the German Blue Angel, the European ecological flower and other indicators.

Not only abroad, China's environmental protection requirements are also getting higher and higher. Huang Wenxiu disclosed that China's Regulations on the Management of the Recycling of Waste Electrical Appliances and Electronic Products was implemented from January 1, 2011 and is currently accompanied by the "Administrative Measures on the Collection and Use of Waste Electrical and Electronic Product Handling Funds" (hereinafter referred to as "Measures"). ) is under development.
