The phase-out plan is divided into five steps:

Second stage: Starting from October 1, 2012, it is forbidden to import and sell incandescent lamps with general lighting of 100 watts or more.

The third stage: Starting from October 1, 2014, the import and sale of incandescent lamps with general lighting of 60 watts or more are prohibited.

Phase IV: From October 1, 2015 to September 30, 2016 as the evaluation period, the preliminary policy will be evaluated and the follow-up policy will be adjusted.

Phase 5: Starting from October 1, 2016, it is forbidden to import and sell incandescent lamps with 15 W or more general lighting, or to adjust the results of the mid-term evaluation.

China's phase-out time for incandescent lamps is basically the same as that of the United States, Japan, and South Korea. The mid-term evaluation period is basically the same as that of the EU. The assessment period of the EU is carried out after the elimination of general purpose incandescent lamps. The evaluation period in China is carried out after the elimination of 60 watts and before 15-45 watts, which will enable China to eliminate incandescent lamps and adapt to changes in the actual situation. The adjustments to policies have led to a road map for eliminating incandescent lamps that is more in line with China’s actual conditions.

After the elimination of the incandescent lamp roadmap, administrative departments at all levels of development, reform, commerce, customs, industry and commerce, and quality inspection will strengthen the supervision over the import and sales of incandescent lamps for general lighting in accordance with the relevant provisions of the "Energy Conservation Law of the People's Republic of China" and other relevant regulations. Management, strictly investigate and punish violations of laws and regulations, and effectively guarantee the effectiveness of the implementation of policies.

Through the implementation of this roadmap, it is estimated that by 2016, China will reduce the use of incandescent bulbs by about 1 billion, involving an output value of about 900 million yuan and about 10,000 jobs; the new output value of high-efficiency lighting products replacing incandescent lamps will be about 9 billion. Through the elimination of incandescent lamps, we will vigorously promote the development of an efficient lighting industry and achieve good energy-saving and emission-reduction effects.
