Before the application for filing, the identity information of the organizer must be verified and saved in a copy, and the main body information, contact information and access information of the website should be reviewed." In accordance with relevant provisions of the "Administrative Measures on Internet Information Services" (Decree No. 292 of the State Council) and "Administrative Measures on the Filing of Non-business Internet Information Services" (Order No. 33 of the Ministry of Information Industry), work plans for verifying the authenticity of information on the registration of websites are established.

First, the verification content

The access service unit shall verify the authenticity of the main information, contact information, website information submitted by the website sponsor, and the access information submitted by the sponsor when performing the procedures for filing and filing changes according to the entrustment of the relevant website.

1. Website sponsor (subject) information

Website sponsors refer to Internet information service providers, including both organizations and individuals.

(4) The access service unit collects and retains the head of the website with a color face-free photo (the electronic photo specification: 800 × 600 pixels) at the record site of the unit. The filing center shall uniformly produce and provide a screen with a logo as a background for photographing, and the photograph shall show the photographing time and background logo.

(5) The access service unit's filing personnel use information sources such as resident ID cards, organization code certificates, and business licenses provided by relevant departments such as the public security, quality inspection, industry and commerce, etc. to verify the authenticity of the original documents provided by the website sponsors. At the same time, the identity of the ID card of the person in charge of the website is checked for consistency with the parties. The verification is correct, and the identity certificate and the copy of the valid certificate of the unit are retained.

The registration staff of the access service unit logs in the unit's filing system and verifies the main information submitted by the website sponsors on the basis of the original contents of the documents: whether the holder of the verification piece, the type of the certificate, the contents of the certificate, and the information recorded on the filing system are completely registered. Consistency and inconsistency are inadmissible; according to the domain name certificate submitted by the website organizer or the public inquiry information of the domain name registration agency website, the consistency of the identity of the owner of the website domain name and the website organizer is verified, and the inconsistency is inadmissible; based on the actual situation of the website Access conditions, accurate entry into the website for the contents of the access information.

(6) If the verification is correct, the personnel of the access service unit shall fill out the "Verification Report on the Authenticity of Web Site Filing Information" in a uniform format (the filing center shall be responsible for formulating the format for the "Verification of Authenticity of Web Site Filing Information"); if any record information is found to be incorrect, The site was verified for revision and was recorded in the "Authentication Checklist for Web Site Filing Information". 2. Provincial Communications Authority Auditing Procedures

3. Record Center Check Procedures

3. Business contract content requirements

The access service provider shall formally sign a business contract with the website sponsor to expressly require that “according to Article 23 of the “Administrative Measures for Non-commercial Internet Filing”, if the information for the record is not true, the website will be closed and the registration cancelled. You promise and confirm that all the filing information submitted by you is true and valid. When your filing information changes, please submit the updated information to the filing system. 4. Information security management responsibility requirements

At the same time, the access service unit shall timely update the access information according to changes in website access, and cooperate with the competent authority to verify the authenticity of the website filing information. 6. Stock website registration information verification requirements

As for the authenticity of the filing information, the websites accessed before the formal verification work are officially launched. Each access service company shall, before the end of February 2010, formulate a detailed plan for verification of the authenticity of the filing information, and report to the license issuing authority and the communication management of the place where the unit is registered. Fourth, accountability

The communications administrations of provinces, autonomous regions, and municipalities directly under the Central Government, based on the principles of localized management, are effective in verifying and validating the identity information of website sponsors that are not in line with the “Special Action Program of the Ministry of Industry and Information Technology on Further In-depth Improvement of Obscene and Obscene Mobile Phones”.
