Two thoughts on the issuance of 4G licenses by the Ministry of Industry and Information Technology

4G license boots finally landed.

On December 4, the Ministry of Industry and Information Technology officially issued 4G licenses to the three major operators. The first batch of mobile, China Unicom, and telecommunications have obtained TD-LTE network operation licenses, and LTE FDD licenses have not yet been issued.

In addition, the Ministry of Industry and Information Technology also lifted restrictions on China Mobile's fixed-line business, and the main body of China Mobile's listed companies was approved to operate fixed-line communications services. Prior to this, China Mobile could only develop fixed-line services through Tietong.

At this point, the industry's rumored 4G license has finally been released, and the curtain on China's 4G era has officially opened. This is a huge opportunity for the three major telecom operators, numerous communication equipment manufacturers, and mobile phone terminal manufacturers. Every upgrade and change can bring opportunities to change the industry pattern.

For the licensing of 4G TD-LTE networks, the three major operators have issued announcements. China Mobile has the most positive attitude, expressing "will go all out to promote the construction and operation of the fourth generation mobile communication network." From the standpoint of China Unicom and Telecom, their enthusiasm for promoting 4G will not wait until the subsequent LTE FDD network license is issued Will reach its peak.

Major communication equipment manufacturers such as Ericsson, Huawei, ZTE, and chip maker Qualcomm also expressed their support for China's 4G licensing for the first time. An industrial chain feast is about to open.

TD-LTE release

Before the official issuance of 4G licenses, the industry had speculated that China Telecom and China Unicom would obtain both TD-LTE and LTE FDD licenses. However, in the end, the Ministry of Industry and Information Technology only issued TD-LTE licenses uniformly.

According to the announcement issued by the Ministry of Industry and Information Technology, the Ministry of Industry and Information Technology, based on the principle of "objectivity, timeliness, transparency and non-discrimination", in accordance with the "Administrative Measures for the Operation License of Telecommunications Business", reviewed the application of enterprises and submitted it to China Telecom Group Corporation and China United Network Communications Group Co., Ltd. issued the "LTE / 4th Generation Digital Cellular Mobile Communication Service (TD-LTE)" business license.

There is no doubt that only TD-LTE licenses will be issued and LTE FDD licenses are not issued at the same time. The relevant person in charge of the Ministry of Industry and Information Technology explained that this is because all three operators in China have already carried out TD-LTE scale network experiments, and at the same time, the three operators have all submitted applications for TD-LTE licenses.

"The TD-LTE license is issued based on the application of telecom operators, considering various factors such as the development of LTE technology and industry maturity." The Ministry of Industry and Information Technology stated that the perfection of TD-LTE technology and the maturity of industrial development already have the conditions for commercial scale .

According to reporters, among the three operators, in addition to China Mobile must be desperate to promote TD-LTE, Unicom and Telecom have put 4G's main energy on LTE FDD.

From a global perspective, among the two LTE standards, FDD (Frequency Division Duplexing) is developing faster than the TDD (TIme Division Duplexing, also known as TD-LTE) mode that is dominated by China. The former is also relatively more mature, and the support of devices and terminals is relatively more complete.

Therefore, although all three operators have obtained TD-LTE licenses, the industry has long speculated that Telecom and China Unicom will only build a small number of TD-LTE base stations and focus on building LTE FDD.

The same is true. According to the 21st Century Business Herald reporter learned from a province in the south of China Unicom, China Unicom has begun the deployment of LTE network construction since October this year. "In the early stage, it mainly covered some core areas such as station business districts, mainly FDD, and only a small part was TD-LTE." Insiders told reporters.

Obviously, the Ministry of Industry and Information Technology will also issue LTE FDD licenses to Telecom and Unicom. At present, the Ministry of Industry and Information Technology has approved operators to carry out LTE FDD network technology trials, and will be officially licensed "after conditions are ripe".

In this regard, the relevant person in charge of the Ministry of Industry and Information Technology also said that the mutual integration of TD-LTE and LTE FDD has become a trend in the global mobile communications industry. "At present, China has planned radio frequencies for TDD and FDD standards. Users can use mobile communication services well both at home and abroad, and China needs to develop TD-LTE and LTE FDD as a whole. "

However, for telecom, its 4G, 3G, and 2G hybrid networking will face more complicated situations than the other two operators in the future, especially with higher requirements on terminals.

The 4G terminal "5 mode 10 frequency" required by China Mobile has already doubled the pressure on related chips and terminal manufacturers. However, in the future, 4G terminals of Telecom will require 6-mode chip support of TD-LTE / LTE FDD / CDMA / TD-SCDMA / WCDMA / GSM.

The Ministry of Industry and Information Technology said that China Telecom is currently focusing on solving CDMA and TD-LTE network interoperability issues that suit its development needs. It is expected that China Telecom ’s multi-mode mobile phones will be commercially available in 2014. Prior to this, China Telecom will mainly develop multi-mode data card business.

Network building tide drives the economy

Both domestic and international communication manufacturers have long coveted China's domestic 4G market. Because China has the largest population and a large land area, there is a huge demand for 4G network coverage in the future.

According to the latest "Mobile Market Report" released by Ericsson, China will become the world's largest 4G LTE market by 2019, and the number of 4G LTE users will reach more than 700 million.

From a global perspective, the start of China's 4G network construction has been relatively backward, but it is not as backward as the 3G era. According to GSA (Global Mobile Equipment Suppliers Association) statistics, as of September this year, there were 213 4G commercial networks worldwide. GSA expects that by the end of 2013 there will be 260 LTE commercial networks worldwide.

In addition, as for the number of users, as of the third quarter of 2013, the number of global 4G users reached 126 million. It is estimated that by 2016, there will be more than 1 billion 4G users worldwide.

In this round of 4G tide, domestic operators have begun the deployment of a series of experimental networks before the Ministry of Industry and Information Technology officially issued a license. Among them, China Mobile is the most active. According to China Mobile's 2013 plan, China Mobile's 4G network will cover more than 100 cities, and it is expected to build more than 200,000 stations.

In addition, China Telecom has also started bidding for 4G network equipment, including LTE FDD and TD-LTE base stations, with a planned investment of 10 billion yuan. China Unicom's LTE network construction began in many cities across the country in the second half of this year.

Organizations generally expect China's 4G network construction climax will continue for 3 years. According to CITIC Securities' forecast data, from 2013 to 2015, China's investment in 4G equipment was 41.1 billion yuan, 47.5 billion yuan, and 50 billion yuan, with growth rates of 513%, 16%, and 5%, respectively.

Among them, the total investment in main equipment, transmission investment, base station equipment, and power supply during the three years was approximately 61.9 billion, 10.7 billion, 47.9 billion, and 17.9 billion, respectively. From 2013 alone, the growth rate of investment in the main equipment, RF devices, network optimization coverage, transmission and other markets will reach 523%, 573%, 613% and 322%, respectively.

For the huge market that China is about to open, Ericsson President and CEO Hans Vestberg sent a video to express congratulations on China ’s 4G licensing, and said that Ericsson is jointly deploying 4G networks with China Mobile and will also work with China in the future. The three major operators work together to build 4G.

The local manufacturer ZTE Huawei also expressed its full support for China's 4G network construction, using their overseas experience to provide better quality networks for Chinese consumers.
